Transparency International's Corruption Perceptions Index 2012 shows corruption continues to ravage societies around the world. Armenia has been ranked 105th in the 2012 index with 34 scores. The Corruption Perceptions Index ranks countries and territories based on how corrupt their public sector is perceived to be. Two thirds of the 176 countries ranked in the 2012 index score below 50, on a scale from 0 (perceived to be highly corrupt) to 100 (perceived to be very clean), showing that public institutions need to be more transparent, and powerful officials more accountable. Varujan Hoktanyan, Executive Director of Transparency International Anti-Corruption Center, says Armenia's index is lower than that of Georgia which comes 51st with 52 scores and higher than that of Azerbaijan (139th with 27 scores). In the Corruption Perceptions Index 2012 Denmark, Finland and New Zealand tie for first place with scores of 90, helped by strong access to information systems and rules governing the behaviour of those in public positions. Since Transparency International has updated the methodology for the Corruption Perceptions Index, the organization's executive director had difficulty in comparing the new indexes with previous years. He said that interior political developments can affect the corruption index of the given country. Asked whether the post-election deadly clashes of March 1, 2008 influenced on Armenia's position in the 2012 index, Mr Hoktanyan said they did. He also said that the most corrupt sectors are education, police and courts.
